On 16 November 2016, the International Day for Tolerance, the OSCE Office for Democratic Institutions and Human Rights (ODHIR) published its hate crime data for 2015.
While the general level of reporting to ODIHR is comparable to previous years, limited data on some bias motivations indicate under-reporting and gaps in recording.
The data covers 41 OSCE-States, including 34 European states with Equinet membership. A list of all participating states can be found here.

Every year ODHIR sends an online questionnaire to OSCE-States, formal requests for information to OSCE field operations and encourages civil society and international organisations to contribute through an open call for submissions. For 2015 131 civil society organisations contributed to the findings.
